Citizens--Please Read!

Trees and Grass/Weeds

Some time ago I wrote an article about the need to cut grass and weeds under Ordinance 103 and stated that we would have to start enforcing this and other city ordinances. We have given out some warnings and some citations. Unfortunately there are some that are not paying attention. Personally I had rather not worry about someone’s grass , however because of the structure of city government the police department is the code enforcement division in Tom Bean so we have to do what we do.
City Ordinance 2005-01, entitled “Tree Trimming” is another ordinance that we have to enforce and is very clear about trees on private property. One of the big issues that we have that effects everyone is the tree limb or bush that is far enough down or close to the corner that it affects the vision of drivers at intersections, this becomes a major safety issue. If you own a property, rent a property or have possession of a property then you are responsible for taking the appropriate action and if not taken we will have to issue the appropriate citation for possible fine and/or court action. We have a number of houses in Tom Bean that need the grass cut and limbs trimmed so please take care of your responsibility as a property owner or renter.

Recycling Bags

Due to the rising costs to the city on purchasing the bluebags for our recycling to our citizens, the city has begun to charge $1 for a bundle of 4 bags. This recycling has been provided to our citizens since March 2008 and we were able to maintain the costs of the bags in our yearly budget but found that some of the bags were being used as trashbags instead of the intended recycling usage only. We are sorry that we had to start charging for the bags but in order to meet our budget, it is required at this time. We hope that all our recycling customers will continue to use this service that we provide to you. Thank you for your support!

Explosions and Gunshots

On 5-28-13 that were gunshots and explosions heard around the city that rattled some windows and caused concern across the board. The explosions were caused by three 18 year olds that were legally on private land, outside the city limits, shooting at an explosive substance called Tannerite™. Tannerite is a binary explosive that comes in two parts, ammonium nitrate and aluminum powder, which, when mixed together creates a powder that when hit with a high velocity bullet, explodes. It is legal to buy and is sold openly, there are states that have made it illegal, and however Texas has not at this time. Tannerite is commonly used at shooting ranges for exploding targets that explode when hit and has also been used to sit off landslides and avalanches that are in dangerous areas. Prior to mixing the two components they can be bought, stored, transported and kept with no special permit. The manufacturer recommends that no more than .05 pound be used at any one time. Again, it is a legal substance and the situation in all aspects was legal, HOWEVER, it did create a problem here in that it was close to town, did rattle windows and cause concerns. I believe the three young people understand what their actions caused. Tannerite is an explosive, is dangerous and must be handled correctly with safety precautions.

One of the problems that the Tom Bean PD always has in any situation like this is the numerous citizens calling and wanting to know what is going on, human nature. This creates a very serious problem as the officer doesn’t have time to be answering the phone and the same questions over and over. The officer was dealing with three people that he did not know who had weapons in the truck. It is a simple matter of officer safety and those around them and being able to control the situation at hand. In any potentially serious situation like this the appropriate people are called if needed and otherwise notified at a later time of what happened on a need to know basis as to the details.

We have a new system on the TBPD duty phone that when someone calls in and they do not get an answer they are told to leave their name, number and a brief message if it is not an emergency and the officer will call them back. In the case of a genuine emergency situation the caller is instructed to call 911, which will give them Grayson County Sheriff’s Office. If the officer does not answer they may be out on traffic or a call and it is not convenient to answer the phone, the GCSO dispatcher will know where they are and if an emergency exist and the officer cannot clear immediately, call a deputy for backup or another close agency.

House Identification Numbers for Emergency Services

Street numbers must be posted on every building in such a manner as to be plainly visible, legible and contrasting from their background with minimum size being 4”. Emergency personnel depend on this identification when responding to requests for aid. This inexpensive requirement could save your life or the life of a family member in an emergency. Houses that are not clearly marked have been identified in the city. Please help us and yourself by adding these house numbers!
